Municipal Code Solutions (MCS) is only a name change from Manter Inspection Company (MIC), a fully licensed and certified Third-Party Agency that provides Uniform Construction Code (UCC) services under contract with opt-in municipalities and to owners of residential construction projects in opt-out municipalities. At MCS, we ensure that all residential and commercial projects within the Municipalities we serve comply with the requirements set forth in the Uniform Construction Code (UCC), and any amendments adopted by each municipality.
At Municipal Code Solutions (MCS), we also provide services related to the interpretation and implementation of zoning regulations, and standalone ordinances that have been adopted by each municipality. At MCS, we provide assistance with code review and regulatory approvals to facilitate successful building projects by working closely with the projects’ owners, contractors, design professionals and the jurisdictions we serve.
Meet Your Inspectors
Michael Manter serves as the primary Building Code Official (BCO) and Certified Zoning Officer (CZO) for all Municipalities under contract with Municipal Code Solutions, LLC (MCS). He is licensed by the Pennsylvania Department of Labor and Industry for Residential and Commercial Building Inspections (PA DLI# 6201).

David has a construction background, being a general contractor for nearly 40 years. For the last 10 years as a building inspector, and sewage enforcement officer, David has used his expertise in helping Municipalities, their residents, contractors, businesses, and developers complete construction projects the right way, the first time. David is a local to the Poconos and has strong roots in the community.
