Certified by the Department of Labor and Industry, Municipal Code Solutions (MCS) is the Third-Party Agency that provides Uniform Construction Code (UCC) services under contract with opt-in municipalities as well as to the residents performing construction projects in opt-out municipalities. MSC ensures that all residential and commercial construction within the municipalities it services comply with the requirements set forth in the Uniform Construction Code (UCC), International Building Code (IBC), International Residential Code (IRC), and any amendments adopted by each municipality. Building Permits Building Permit Applications can be obtained online from the Municipality’s website, from the Applications page of our website or in person from the Municipal Building where the project is located. Building permits are required for the following types of work (zoning permits may also be required): New buildings Accessory structures over 1000 square feet (may be amended by municipality) Alterations to: Building Electrical Mechanical (HVAC) Plumbing Enforcement of the Pennsylvania Uniform Construction Code (UCC) began in April 2004. As of February 14, 2022, the UCC has adopted the International Code Council’s (ICC) 2018 I-Code series, with the accessibility provisions from the ICC 2021 I-Code series. Please contact the Building Codes Office of the Municipality where your project will be completed in. Certificate of Insurance (COI) from contractor with the Municipality (where your project is being completed in) listed as the Certificate Holder. The COI must reflect: active general liability policy and active workers’ compensation policy OR signed affidavit (if contractor does not have employees).
